
Ray Pennington (born Ramon Daniel Pennington on 22 December 1933; died 7 October 2020) was an American country music singer, songwriter, and record producer. He is remembered for writing "I'm a Ramblin' Man" for Waylon Jennings and Montgomery Gentry. He founded the independent Step One Records label. He also went by the name Ray Starr.
