Los heavy metaleros de Nueva Jersey, High Council, son una promesa interesante. Llevan en activo desde 2003, pero este es solo su segundo álbum. "Cruel and Unusual" llega siete años después de su debut de 2018, "Held in Contempt", y aunque lanzaron un EP en 2020, parece que tardó mucho en llegar.
